Changing the user-config default

Currently a file has to be placed in /etc/pkcs11/pkcs11.conf containing:

"user-config: merge"

Before allowing the user to place per user configuration in ~/.pkcs11/.
I'd like to change that default to allow user configuration by default.
This allows administrators to lock things down if desired, but that
wouldn't happen by default.

Does it sound okay to make this change? I think that we're early enough
in p11-kit adoption to do this.
