We should also have /var/run/packagekit so that if we issue job:

1,2,3 {shutdown}

when we get reactivated we issue jobs 4,5,6 rather than 1,2,3 again.
This will fix many subtle bugs we are hitting when we are stopping and
starting the daemon manually at odd times.
