[packagekit] Helping our non-python brethren

So it occurs to me that pk_backend_python is unfairly excluding box's
.sh helpers from its reusable goodness, and presumably we may end up
with other helper apps in various languages (perhaps perl for urpmi?).
Anyways, would it make sense to move pk_backend_python to
pk_backend_external, and have the helper scripts shed their .sh|.py
suffixes (to simplify the pk_backend_external code)? If the list
thinks so, I'll code it up.
