Well, I think you mean PackageKit :-)

PackageKit _is_ a distro neutral package management tool, i.e. it's a
way to solve the what users want to do. It's not meant to be a 100%
global fix tool, but it's designed to be the glue layer from a daemon
point of view, and presentation layer from the gnome-packagekit point of
view.

I don't want to get hung up about what PackageKit is and isn't. To me
it's a way of making installing software and keeping a system updated
suck less.
