[packagekit] HTML files

I've been preparing more beautiful html pages to go along with the wiki.
The basics are in git, under html.

Please can you spell and grammar check these, along with correct any
clangers that I've written. A lot more needs to be done before this can
be uploaded, but you'll get the general idea. I've attached a screenshot
for a demo.
