[packagekit] Changing the interface

In a few hours I'll merge a big change to the interface. This will
remove get_percentage() and get_sub_percentage() and
the ::percentage-changed and ::sub-percentage-changed and in it's place
add get_progress() and ::progress-changed.

This lets us add other cool stuff like elapsed time and remaining time.
We can extent the time interface and give hints from the backends in due
course. See the attached screenshot for coolness.
