[packagekit] cancel-transaction in python BACKENDS

Guys,

I've noticed none of the backends can do "cancel-transaction" according
to BACKENDS. Basically, any of the python backends can do it, as long as
allow-interrupt TRUE is sent. Could authors please update the status.

Ohh, if you are not using allow-interrupt, please start! :-)
