[packagekit] backends status

For all backend writers, there is a file named BACKENDS in the
backends directory for tracking the status of the backend.  It is a
simple text table listing what a backend can do.  Please make sure
your backend is listed with the appropriate status.  As you add
functionality, make sure you keep this file updated.  This is the
canonical source for what plugins can and can't do and will be used to
generate the table on the wiki.
