I think there's no way working around user interaction.
Besides license texts what du you do with conflicting packages?
Ok you could just let the transaction fail but asking the user to
remove/replace certain packages would be better imo. The fontends could
still just ignore the signal or fail upon it and wouldn't have to
display a dialogue box if they want to be silent.
