You can make it a hard dependency if you like, but that simply means we
won't use the latest PackageKit version if glib 2.16 fails our
regression tests.
Plus, I doubt GIO has been tested on jffs2 yet, and I know we have had
issues with file monitoring on this file system in the past, so I
wouldn't even count on it working if we did include it.
