[packagekit] Ubuntu Packages of 0.3.x for Hardy and Intrepid

Hello,

the development of the apt backend and the use of PackageKit in Ubuntu
currently has got some momentum. So I targeted the 0.3.x branch and
uploaded packages to the personal package archive (PPA):
