[packagekit] Third-party repository BOF at UDS next week

At the Ubuntu Developer Summit this coming Monday or so,
there will be a BOF on third party repositories, mainly
to discuss a proposal that might make it into Ubuntu 8.10
about enabling some of them by default.
There are plenty of security issues to discuss.

and possible solutions.   Comments are welcome,
