[packagekit] intltool and translations

I've pushed some changes to the devel server that enable intltool. We
need this to be able to translate the PolicyKit actions and
descriptions, and for the client tools like pkcon to be localised.

Before people start adding translations we probably should have an audit
of what we are translating and the grammar. My spelling and grammar has
always been spectacularly bad, and so I would appreciate any help with
this.

To see the list so far, do "cd po && make PackageKit.pot" and then weep
at the grammar and \n's in the translations.

We probably need to add other files to POTFILES.in as required, but
please don't translate error or debug messages - we need to know what
these mean :-)
