That might work. If ZYPP chooses to use the CD/DVD repo (i.e., if there is no newer version on another repo), the frontend (zypper,YaST) simply prompts for the media number and waits until inserted.

There is no network install available other than the update repo, which is preferred over the CD/DVD. However, the update repo only has packages which has been updated, and not the full repo.
