[packagekit] Missing icon and PK menu placement

We added it there in Foresight a couple weeks ago :)  Seemed that is
where people expected it.  We actually had users that couldn't find it,
of course they were former ubuntu users.  Also, we had a reviewer from a
magazine that couldn't find it.
