[packagekit] the transaction viewer

Here is an idea I had for getting rid of the somewhat questionable
menuitem for "Software Transaction Viewer", and instead integrate the
functionality into pk-update-viewer. It also moves the "Refresh"
button up to the refresh time row, to reduce the
number of buttons in the action area.

What do you think ?
