[packagekit] Should I check for ACTIVE and LOCAL?

I'm thinking about putting a patch into gnome-packagekit to not allow
the tools to run if ConsoleKit isn't running, or if the session isn't
active. The latter can happen with some broken vnc servers, and I get
_tons_ of bug reports[1] about buttons being "greyed out".

Sane?
