[packagekit] QPackageKit and const

I'm not sure who to ask on the QPackageKit team, but I'm sure they're both on 
this list.

I'm just wondering, why aren't a lot of the constant data getting methods in 
packagekit-qt declared const? Like Transaction::role() or Package::name()?
