Sure. I didn't ask for "designing the tool around rawhide" now. Did I?
What I did ask is for me to able to use PackageKit in rawhide which is
just not possible if the tool doesn't handle repository inconsistencies
instead of just bailing out and that not just occasional but pretty
common place especially so in rawhide. So fixing the tool to handle
rawhide would automatically solve the problem for lots more users. The
ability to select all/ unselect all packages when clicking on "review"
would definitely help this use case as well.
