I've added this to PackageKit git and used xgd-open. Could any of you
backend dudes that have implemented GetDistroUpgrades please add an
entry in data/pk-upgrade-distro.sh so that at least /something/
happens. 

If you don't have anything fancy like pre-upgrade, then just point the
user to a wiki page or something. Remember to push and pull frequently,
it's likely other people will be editing this file soon.
