[packagekit] 0.4.x banch for Ubuntu/Debian

Hello,

I started to work on packaging and developing of the 0.4.x series.

You can find the bzr branch of the debian packaging branch here:

lp:~packagekit/packagekit/ubuntu-packagekit-0.4.x

A personal package archive including the latest Ubuntu builds is also
available:

https://launchpad.net/~packagekit/+archive/0.4.x

Major changes so far:
 - Apt backend now uses the spawned backend mechanism
 - Aptcc backend gets shipped, but apt is still the default
 - Droped yum backend, since Debian and Ubuntu are not really RPM distro
