[packagekit] Encoding in the spawned backend - daemon communication

Hello,

I wrote a small patch which should handle the encoding of arguments
given to the spawned backend and of the messages send to the daemon on
stdout correctly. Internally the arguments are all converted to unicode.

Before committing I would like to get some testing other backends too.
