debconf isn't supported in PackageKit and there are no plans to. 
PackageKit generally supports only a common subset of what the native 
backends do.

Ubuntu IIRC has a custom solution for handling debconf stuff.

Correct. On a multi-user system which Linux almost always is, this is 
really the only way to inform each other instead of just the 
administrator who happens to install the package.

.. and also the solution firefox took which is to show it on first run 
as well essentially but very unobtrusively.
