[packagekit] gnome-packagekit and distro upgrades

Hi,

I noticed that there was nothing hooked up to actually handle the notification actions for the various distro upgrade actions. I committed code to handle setting the gconf key for the one action and launching the pk-upgrade-distro.sh file for the other action.  Of course if you had a different approach in mind feel free to overwrite.
