[packagekit] Excluding packages

I find that useful but this needs to be well done,
like, for example we could proxy excluded (or holden) updates
and change it's status to "BLOCKED", that would do the
trick in not being able to update, BUT, that won't work for
update system.
Backends must be aware of not letting "excluded' updates being
updated when system update is issued..
for the ui part, i think right click is best so only "advanced users" would
see that option, and to see the list of all excluded i'd put it into
settings ui, with a "show excluded updates"

we've been suggested to ignore packages from the update icon and
update viewer. The question is, do we ignore packages system-wide (for
all users) or session-wide? Would anybody else find this useful?
