[packagekit] make pkgenpack work

I've been hit by this issue at least once, too. Could we maybe have a
better error message when this happens? Something like 
"Failed to open package list: '/var/lib/PackageKit/system.package-list'.
Try generating the package list by running 'pkcon refresh'".
