[packagekit] New backend: Slackware Slapt

I added a simplistic initial backend for "slapt-get",
which is used with Slackware and other distributions
based on it like Vector or Wolwix (but both untried).

It's a compiled backend (C), which links to libslapt.
There are no dependencies available in Slackware, they
can be added "afterwards" from a third-party repository.

Slackware 13.0 has GLib 2.18.4, so it doesn't have the
new PolicyKit meaning that it currently only runs with
"dummy" security - until the backend can be backported.

It has some interesting "quirks", like a package Source
does not have any information beyond an URL and a prio -
so currently the MD5 of that is used as the "repo id"...
