[packagekit] Apt backend is back

The APT backend in Oneiric is broken, and in general, the backend has
been removed from packaging in Precise and Debian Sid. So you should
better use APTcc in Oneiric (which is default)
But if Sebastian decides that the apt backend is ready again, it will
of course be available in Precise again.
If you want to try the work right now, you can build PackageKit
0.7.2~dev from our Git repository.
@Sebastian: It's good that you continue work on apt! :) I'm really
looking forward on this, although I'm not sure what the advantages of
apt over the well-working aptcc will be.
Do you thing apt will be ready to use again in PackageKit 0.7.2?
