[packagekit] regarding aptcc backend and ServicePacks creation

Hey,
afaik ServicePacks are a bunch of packages *.deb inside a tar,
so aptcc can do half of the task.
It can download the package and the gnome tool will create the tarball
BUT as for now aptcc can't install package files (.deb files), it will in
future.
So unless you just want to create the pack using GPK you should be able to.
