[packagekit] Apper 0.7.0 released!

Hey all,

Apper 0.7.0 is finnally released, which makes use
of the new packagekit-qt2 library, and has a yet
nice UI.
Thanks to Mathias for helping on the Debian/Ubuntu packaging (so we didn't have a Kubuntu release without it)
Thanks to Kevin for coding the plasma installer
and thank everyone else involved in the PackageKit project :D
