For gnome-settings-daemon, it can call UpdatePackages(PREPARE) so the
transaction is depsolved and all the required packages and metadata is
downloaded, and then the updates can be applied at early-boot, e.g.
http://freedesktop.org/wiki/Software/systemd/SystemUpdates or upstart
/ initd equivalent.
