Thanks guys, the issue was somewhat between the screen and the keyboard.
Starting polkitd in debug mode revealed that a tag in the
packagekit.policy wasn't properly closed which has led to parsing errors
and in turn to missing actions. Looking at it several times probably did
not help. pkactions | grep packagekit is a handy tool..
