[packagekit] UpgradeSystem

Hi!
I decided not to use it in Debian, because a dist-upgrade is a very
delicate process which has some special conditions which can't be
handled by PackageKit at time. Using the existing, native tools is a
safe bet, however.
So, +1 for removing it OR extending it heavily with more features.
