[packagekit] question on offline support

Is is possible to configure PackageKit to NOT construct the group list using
the network for 
A server configured in a private network that is not connected to the
internet?

Gpk-application gives an error dialog in this scenario indicating the group
list is invalid.
>From RedHat¹s support page this is due to the network servers being
unreachable that
Hold this info.
