I thought this was killing our only test of fixed function with
ARB_draw_buffers.  It looks like fbo-drawbuffers2-* are still available,
though.

I'm still not super happy with significantly changing how a useful
existing test works instead of making a new test.  This test caught
issues a couple of times with the FF FS work.  But if you do land it
anyway, please update the doxygen comment at the top.
