[Piglit] [PATCH resent] New test for a bug in mesa gallium drawElementsBaseVertex

Hello,

This is result of merging the existing drawElementsBaseVertex test and
a mesa demo modified to trigger the crash.

The crash was due to some bounds checking issue in Gallium so I guess
it's useful to have even if quite artifical otherwise.
