This should be a shader_runner test.  That eliminates the need to update 
CMakeLists.gl.txt or all.tests.

Since this reproduces a bug in a particular driver, is there a bug 
report for it?  That bug number should be mentioned in the test (as a 
comment) and in the commit log.
