[Piglit] [PATCH 13/13] glsl-es-3.00: Add sanity shader_test

This is proof that shader_runner_gles3 works. The test fill the window
with red, then green, then blue.

Tested against mesa-gles3-5612c08ee with Intel Sandybridge.
