[Piglit] [PATCH] Added test to verify EGL Header exists before checking for the egl library.

I do not have commit access. Also, It'd probably be best to also
require that the other embedded libraries to have similar tests. I
know for certain that OpenGL ES 1 ( and 2.x ), and OpenVG require EGL
for all the platforms that are implemented.
