[Piglit] [PATCH] Add negative test for GL_SAMPLE_ALPHA_TO_ONE

This test varifies that alpha value is not changed with
GL_SAMPLE_ALPHA_TO_ONE enabled if GL_MULTISAMPLE is disabled
or buffer is not a multisample buffer.
