GL_MAX_VIEWPORT_DIMS is the one case where you're using min_test_i on an
enum that returns a pair of integers. I might just make a separate
MIN_IVEC2_TEST function or open-code it.

I think this is a spec typo. Both the GL 3.0 and 3.2 specs list these
as 1024. Presumably when they added the COMBINED ones they mistakenly
changed them all to the footnotes.
