[Piglit] [PATCH] add test for initial texture state

Current Mesa fails to produce GL_INVALID_ENUM and then segfaults.

v2: more verbose error reporting. Also don't check the value if an
error was given, since it shouldn't have written anything.

v3: fix for texture compressed size query. Mesa fails to give
an error in this case too.

v4:
- drop extraneous extension checking.
- test app-generated object names.
