[Piglit] [PATCH 1/1] gles2: add api/glReadPixels

v2 - restructured approach to be data driven, as well as
separating valid and invalid variations into separate
tests.
Tests glReadPixels specifically for OpenGL ES2 2.0. Covers
a variety of formats and types, both valid and invalid.
