[Piglit] [PATCH 2/2] gl.spec: move some shared bits to EXT_gpu_shader4

If there's one extension that's going to be useful on non-NVIDIA, it's
the EXT one. Put all its entrypoints there, rather than shooting
ourselves in the foot by putting a bunch of them in NV_gpu_program4 /
NV_vertex_program4.
