Remaining steps:

1) Decide for sure which GL_ALL_ATTRIB_BITS is right.
2) Switch to function pointers in win32 ABI.
3) Build win32 binary distribution
4) Release as 1.0.
5) Fix piglit dependency to be 1.0, send out piglit patches.
