Not yet.  If you have access to the private bug tracker, it's probably
better if you do it.  But I can send you a detailed description of the bug.

I actually don't think GL_VERTEX_ATTRIB_ARRAY_DIVISOR should be a
valid param, because it's effectively the same value as
GL_VERTEX_BINDING_DIVISOR.  But let's see what Khronos has to say.
