[Piglit] [PATCH v4 5/5] khr_texture_compression_astc: Add array tests

These tests check that 2D texture arrays work for the 5x5 and
12x12 block sizes.
v2. add to all.py (Ilia).
create test for gles2.
v3. upgrade required GLES version to 3.1 (for 2d array support).
