[Piglit] [PATCH v3 4/4] khr_texture_compression_astc: Add API tests

These tests check that the GL error returned by valid and invalid API calls
are as defined by the spec.

v2. add test to all.py (Ilia).
    update copyright date (Dylan).
    numerous changes (Chad).
