That needs to be changed to:
glScissor(0, 0, piglit_width, piglit_height);
so that the scissor rect is the size of the whole window.
The original glean test always drew everything in a 10x10 region in the
lower-left corner of the window. But you changed the drawing so that
each test rectangle is at a different window location. That's fine, but
the scissor rect needs to be enlarged in that case.
