[Piglit] [PATCH 2/2] Add a new GL_ARB_clip_control viewport test.

Verifies the screen position specified by glViewport is not effected by
the GL_CLIP_ORIGIN state.

Passes with nvidia, fails with Mesa until _mesa_get_viewport_xform()
is fixed.
